The affected area involves Avenue A from 28th to 23rd Streets on Avenue A and Streets west to the Newark Bay including 537 and 535 Avenue A. Upon learning that the water is shut off, many people leave their faucets open only to have the water come rushing out when service is restored. Residents are advised to keep their plumbing fixtures and valves closed during this time period. By virtue of the fact that several officers were injured and none of the rioters were, I would doubt the police used inappropriate force. In my opinion, however, it would have been appropriate for them to make good use of their batons in this situation. A year ago, the library contracted with Innovative Document Imaging to produce a CD-ROM collection of death notices, beginning with the period since 1987. The product includes images of newspaper death notices. Library patrons interested in family history will be able to search these indexed records at the library. &lt;br&gt; &lt;br&gt; Mayor Joseph V. Doria, Jr. said, &amp;quot;I would like to thank the library for organizing this digitized collection and for continuing the project back into earlier years. The foundation, a non-profit organization associated with the Avon cosmetics company, raises funds and awareness for access to health care and finding a cure for breast cancer. The Avon Foundation will have a table at the front of City Hall from Wednesday, September 29, through Friday, October 1, from 10 a.m. to 1 p.m. Avon representatives will distribute literature and offer promotional items from the Avon Foundation Breast Cancer Crusade. Mayor Joseph V. Doria, Jr. will issue a proclamation saluting the Avon Foundation's efforts. &lt;br&gt; &lt;br&gt; Avon representatives Martha Harney and Adela Revilla will staff the table at City Hall. &lt;br&gt; &lt;br&gt; Approximately 212,000 people in the U.S. will be diagnosed with breast cancer this year, including 1,300 men. About 40,200 will die from the disease. Early detection can help save lives. There is a 97% five-year survival rate when breast cancer is caught before it spreads to other parts of the body. Doria, Jr. has announced the City of Bayonne will conduct curbside pick-up of autumn leaves on Mondays in the fall, beginning Monday, October 11. The pick-ups will take place citywide on Mondays only through December 13. Residents may place leaves in barrels or in paper bags. Plastic bags are unacceptable and will be rejected for pick-up. &lt;br&gt; &lt;br&gt; Leaf bags are available at the Health Department, Room 18, in the back corridor at City Hall. They are free of charge. There is a limit of five bags per customer. &lt;br&gt; &lt;br&gt; Doria asked residents and business people, &amp;quot;If you see leaves accumulating on a sewer head by your home or business this autumn, please add those leaves to your leaf recycling bag or barrel. During Hurricane Ivan's visit to Bayonne on September 18, there were complaints that leaves were blocking the flow of water into the sewers. When you rake up leaves each weekend, it would help if you could remove leaves from any sewer heads around your property. This kind of private citizen initiative would be a great supplement to the cleaning efforts of the Bayonne Municipal Utilities Authority and the Public Works Department.&amp;quot; &lt;br&gt; &lt;br&gt; As a result of state law, it is now illegal to dispose of leaves with regular garbage. Bayonne residents can comply with this law by either backyard composting or by putting their leaves out for collection on the designated day. The term &amp;quot;leaves&amp;quot; means foliage only. While this would appear to be a positive thing - for NJ Transit - the riders during rush hours are facing the unsafe circumstance of having to struggle for standing room from points as far north as Exchange Place (all the way to 45th St. and then some). &lt;br /&gt;&lt;br /&gt;A suggestion to NJT - how about a few more trains during peak ridership hours.
